It seems like you overpaid a fee somewhere. That happened to me as well, I called, and the agent said it was a refund for overpayment.

portal 1: 18 November(PR Approval Letter Included for both PA and dependent in email)
portal 2: 22 November
Portal 2 submission: 23 November(Photo and address)
Waiting for Ecopr

The main question is Can we send dependent's passport with PPR for stamping?

Maybe biometric fees for 2 person (85x2), if u have paid it and already done it before in the last 5 or 10 Years.

Yes, we did biometrics in 2018 for our visit visa.
