COPR indeed confirms your status in Canada as Permanent Resident. After getting copr you are fully in your rights to do whatever you want. Change employer, go for a vacation, move to another province.

Totally depends on the officer who is handling your case it could be a week or a month. According to the trend nowadays they are processing files really fast after PAL.
