Hope u will get in November- January, now a days they takes more time for medical requests....but less time for decision made

Yes, I am already nominated last Sept. 30,2018. Not yet submitted my PR application because my temporary work permit is still on process by my employer. I am seeking an answer if I can submit my PR application even though work permit is on process. Some says I cannot submit it without the work permit. Hope someone can help me same situation MPNP nominated Outland with temporary work permit. I saw in other forum that they process both PR and work permit.tnx
