Is this normal as my bar shows 74% complete and how much time will it take to get the decision. Please advice.

It might sound strange but the decision could take well over two years or 6 months.
Some of the newer applications (mid 2021 onwards) are being processed in 6 months.
Many from 2020, like myself, are still waiting for the rfv email

Yes, unfortunately I too changed some of my plans hoping and expecting the PR to happen soon.Sorry to be the one to break it down for you, but there's no fairness in this process. They will process your application when they process your application. If your application is simple (1 workplace easily verifiable, 1 country of living, single applicant) you might be lucky to be the one on the 6 months. Otherwise, it's random.
It appears that they were also processing newer applications first to seem like they have reduced the processing times back to 6 months, but that's just speculation.
Don't wait for them, continue to live your life, that's my advice after almost two years in this journey after aor. Luckily I lived, I know many that have stopped in time.
We did order our first GCMS notes in April 2021 and we received them in May 2021. Then the Eligibility was "Review Required" and the last time the file had been touched was on January 2021.Never mind I checked your signature. Have you heard anything at all since you submitted your application?

Wow. I dont understand this at all. I'm in a WhatsApp group with FSW applicants from Mexico VO and they have been getting ADRs and PPRs. 3 persons actually got PPRs today. Why are they ignoring the PNP candidates?

Did you say newer PNP paper based applications are being processed in 6 months? Did I read that right?
