PNP Nominee-Open Work Permit

Hi, I have a question...my friend got his SINP cause he studied his Master's here in Saskatchewan. He is now PhD student, and he is on Study permit, but he wants to quit and get open work permit.... Is it possible that he gets open Work permit without job offer?

he can get BOWP(bridging open work permit) valid for one year only if he has already applied for pr got a file number and currently holds a valid work permit that is set to expire within 4 months of application date.please note that the work permit will only be open for saskatchewan since your friend was nominated under sinp.
if your friend's currently only holds a study permit then he/she is not eligible for BOWP at the moment and needs to find an employer that will give him a job offer so he can apply for work permit based on nomination and it will be tied to one employer.

Thanks for the reply...He has off-campus work permit...but I am guessing this is not working cause he has only strudy permit.....Thanks again
