I don't understand why CIC says you need to wait 19 months for people who have security checks cleared (ghost update). Is it mandatory for them to make us wait for no reason?

Called cic told me U have wait for ppr u will get ppr in 19 month,got ghost update on nov6 , Ecas still in process ,July 28
