PNP - How long it takes to process Work Permit now a days?

Hello guys. I am just wondering how long it's taking for CIC to process a work permit under PNP w/job offer? Does anyone has a recent experience? I am surprised to see that CIC website states it will be done only in 2 months - which I could assume is very unlikely.

Anyone has any recent experience to share?

I have asked this questions in a different place though, but it seems this topic is related to my question. I am quite surprised as I never heard anything like this before. Please I have a few questions.

Please people, what process is this for? I am just reading this now. Never heard of it before, hence my questions:
Question 1: You mean you can apply for work permit after being nominated by the province?
Question 2: Do you need to have job offer in Saskatchewan as part of your application to do this? I mean, what about people applying under OID stream (No job offer)?
Question 3: What type of work permit did you get? Open or closed?
