Hi maybe I could answer some of your questions similar to my experience...
I have relatives in Vancouver and Alberta, I listed all of them in my application..so far I got my LOA (for provincial nominee) and I also got my AOR. I guess it's not our fault to have relatives in other provinces. It depends on the interview of your sponsor, like in my case they were ask to give assurance that I will stay in the province I applied for, so your sponsor have to be credible. It's only the province that nominated you not the CIO have concerns on this coz the province that nominated you would not like to be use as a stepping stone.
You did not mention if your application is a provincial nominee? based on the new checklist as of January 19, 2012 they have simplified it, there is no need to submit educational or exper certificates.
For CC if your in the stage of waiting for the AOR you can easily check if it was encashed which is a good sign that your AOR is on it's way, unlike in a bank draft you have to check it in your bank from time to time..btw I paid thru bank draft.
