Hi,
I got the below email from CIC asking for RCMP finger prints for myself and spouse (should send in 30 days). My wife never entered Canada, I was wondering if she still needs to do RCMP finger prints?? (or ask CIC the same). If anybody has experienced this situation, please let me know.

Outside Canada applicants – Only Paper-17 weeks

This is in reference to your application for a permanent resident visa. In order for us to continue the processing of your application, we require the following documents:
RCMP Criminal Record Check (Fingerprint check) for yourself and your spouse

Do not submit fingerprints to our office that have not been processed by the RCMP as this will cause a delay in the processing of your application.
The RCMP will send the results directly to the Case Processing Pilot – Ottawa within the processing time published on the RCMP's website. If the RCMP Criminal Record Check is returned to you then you can mail it directly to the address indicated below. DO NOT return the results to the RCMP.
