What i heard regarding this is... It all varies from case to case. It depends on the case officer and the clarity of documents. It is also on luck.. Just need to keep fingers crossed and be patient.

ADR changed to Not applicable 21st Dec 2019.
And there are no updates after that..
Haven’t received BIL yet.
We paid rprf fee upfront..

You need to submit the nomination certificate along with signed schedule 4 document. I had also missed out on this one and was advised to raise CSE and submit the same to avoid ADR.
