PNP Assessment and Suggestion

I need an advice for a friend who would like to apply for PNP, but cannot figure out which province he is qualify for. He lives outside of Canada and his qualifications are:

Age: 39
Education: Master in 2173 NOC
Work Exprience: 10 years
IELTS : Listenting 6 Speaking 6 Reading 5.5 Writing 5.5

He cannot enter to Federal Express Entry because of language abiliyt, and wondering what Provincial Nominee Program might be good for him to apply?

Only SINP OID sub category. Only 4.5 IELTS BANDS, no WES Compulsory without EE , TURTLE based program. Nowadays this NOC 2173 is regulated in Sask. But it takes min. 2 months to get license.

Thank you very much for the information and the links. I was trying to understand bymyself but got little bit confuse. These information helped and thanks again. Would you know if we can start the application and apply for licence at the same time, or should we get the licence first and then start the application?

Parallel. You can apply for SINP without getting license but have to produce before Nomination.
Read these links 3 to 4 times. Then ask queries. Make 2-3 Oasis profiles and try to fill complete application. This is the best way to submit successful SINP application. I have a practical experience.

You can't apply for SINP with NOC 2232 because it is not in their Demand list.
But you can apply for NOC 0911. It is in the list and non regulated. You have to make some changes in your Reference letter Duties according to that NOC.

Friends, I need help regarding the CIPS certification.
Is anyone in this group is from non computer science background with NOC 2173. Will need their inputs to go ahead with the Education Plus Experience route?
I have more than 8 computer science courses in my Btech, but were taught from mathematics or electronics departments. Will the teaching department matter? Shall I go ahead with the Education Plus Experience route? or choose the Established IT Professional route?

He is short by 2 points for EE and looking for PNP. Please provide inputs on which PNP he may qualify

SINP OID sub category is the only option if he doesn't qualify for EE . Only NOC 1122 is in SINP Demand list which is related to his education. Keep in mind that min. 70% of job duties should be match with their ecpected. Strictly .
