I hope so because I think even we can't get PR in 16 months with this processing and that's not fair for inland applicants. Many outland applicants still receiving PPR less than a year.

Yes that is true, not deniable.
due to express entry or new streams, the number of officers that process the inland applicants get decreased probably, which resulted in delaying inland PNP applications.
Since there is nothing we can do about this fact, we should wait and be positive although it is hard :(

you can apply work permit based on PNP nomination or ur PGWP(if u have not applied earlier).
 
my case is complicated.

I have studied in Montreal one term in 2015, then transferred school in Vancouver for one year. They are same group and I studied the same program. After finishing school in Aug, I applied pgwp online. But guess because of missing some files, it was refused. I went to border, was told montreal school is one the pgwp list while Vancouver one is not. So I did not get pgwp.
They never publish the list, how do we know? Instead of waste money and time.
I may try one more time online with little hope. My sin will expire soon, now waiting time is 2 months, can I still work?

My sk Provincial nominees letter was expired in May. So I am not sure if I should go to Saskatoon finding job right away. Then with offer and go to border apply for work permit?Or bridge work permit? I do not want to waste money and time again, after moving there find job then found out still can not get work permit.

I may get csp from qc, but seems study permit can not get work permit just by csq…..

I am November 2015 applicant and still waiting for my medical. I am just curious about the statuses on myCIC in Application/Profile Details section. Everything is set to "Not needed at this time" or "Not Started".

Isn't it correct that background check is completed before sending the medical? If so, my Background checks status should state "In progress" or "Complete". Can anyone else check the same on their CIC portal?

Everyone is like you. When your background changed to not needed means that they finished the criminality check and security check is the final stage after MR. Right now for some reason they stopped processing our case, even they are slow in sending AOR to new applicants. They don't care about paper applications and also they got all the fees in advance (landing fee). Last year inland applicants got PPR in 12 months and past years they have other streams than PNP and express entry but probably this year they are busy with the refugees.
