PMM please help on minimum marriage age?

I'm asking this for a friend who is on PGWP here in canada. He is planning to get married back home soon.
My friend is 25 and the girl that he is going to marry is 17.
Can he get married and then come back to Canada and apply for his wife OWP? will there be any issue with his wife's age? please elaborate
(note:legal marriage age in pakistan for female is 16 years old)

Yes, as long as she is over 16. Whether she gets the TRV/OWP is another matter.
