Ok - there will be no categories in 2013, according to current rumour and tweets from Jason Kenney.
There will be no in demand list. There will just be a points matrix and I believe people will need at least one year's experience in ANY type 0, A or B NOC. There will also be a minimum language score below which the applicant will be ineligible. It's around 6.5 to 7 band score I believe.
This means there will just be one general cap - no cap has yet been announced but it is likely to be in the 5,000 to 10,000 mark. Jason Kenney has said they will be accepting a low number of applications.
Target is 50,000 to 55,000 total immigrants in the FSW class. Let's assume an average of 3 people per applications, this means 15,000 to 20,000 total applications. And this includes FSW2 (with permits/AOE) and the new FSW trade class.
So traditional FSW1 as we know it I think 5,000 to 10,000 cap will be realistic. And with no specific in-demand list expect this to fill VERY quickly.
Anyway back to the topic - your IELTS results can be no older than 2 years old at the point CIC receive them with your application. If they are 1 year, 11 months and 25 days old when CIC receive the application - they are acceptable. Obviously you probably want a little leeway to count for postal delays, but if you apply in early 2013 then results which are not 2 years old until June 2013 should be sufficient.
Oh, and IELTS results never expire as such (unlike police certs). They are always valid but different organisations choose how old they will accept the results for. CIC has chosen 2 years.
