I applied for High Skilled Immigrant for Quebec in JUne 2011, last September 2012 I had an interview in Paris. The Immigration officer was so rude

He took all mine and my husband educational documents for verification but its already 9 months, I have heard nothing from them.
I currently live in London and have limited stay. I need my documents backs, I emailed and send them letters but no response. I have been given a number to call +1 514 864 9191, I rang more than 100 times, no one pick up my phone.
Please can anyone tell me how long it take to verify our documents.
