I received an email yesterday from University of Saskatchewan, Department of Computer Science: Graduate Admission Decision.
Please guys what does this email mean..if I accept for fall 2020

Well I haven't seen simpler English than this E-mail.

Means for 2019, there are no places in your program of study . However you can apply for fall 2020 intake with same application

Have you any idea about this mail ?

Unfortunately, the deadline has already passed for this program.
However, there is still a chance that you can be considered for another college. What would you like for a second choice?
If you are admitted into another College, you can apply at a later time to transfer into Education.
