Pls help..I need advise

Hi everyone..I need your advise please..my friend PR application is in process..as one of the requirement is they asked for police clearance for every country that you've stayed for 6 months or more..the problem is he already submitted two police clearance except for one..he made a letter informing them that he can't get the other one because of some reasons..but until now his application for PR is still pending and until now he received again another email from them asking for the police clearance for that certain country..please advise what he can do now..thank you in advance guys and Godbless everyone

Your friend has to get that countrys pcc it is there basic requirment

It's pcc from Bahrain..he can't get..
Is there any way he can..he tried informing them that he can't get it but still they keep sending him request to send the pcc..
Is there any legal way he can do?

I'm just trying to help a friend who is in this situation right now.
I learned that if you have nothing good to say you better shut your mouth..
For your info I'm already a PR here by God's guidance with Toby's group of sept. 2013..

He did already that what he said but it was not process because of the lacking docs that he can't provide no more..I think one of the Bahrain ID..it was 10 years ago already that's why..
Now that is the problem why his application is still pending..
