Please share your full profile (see other people's posts), documents submitted, CAIPS note if received. Also tell us the matter with visa refusal in other country. We need these information before we can help.

If the rejection's reason says you have not been truthful regarding your other visa refusal, something is seriously wrong.

Which country refused your visa before? Did you mention that in your application? If not, why?

United state of America. I was an oversight then. But what do I do now that I am about to re-apply?

Also is it important that I clarify the issue of united States refusal in my letter of explanation in my new application?

If it was any other country, you would probably be fine. But US-Canada access each others database.
Honestly, you have already made a bad impression and VO would probably think that you lied in order to make your profile look better. You can take a chance by saying that it was a silly mistake and you did not intend to hide this information (if possible show some evidence for that), but I do not know how convincing that would be. No matter how many times you re-apply, it will pop-up and ruin your impression. I do not see an way out. But, may be other members can help you.

Of course you have to address and clarify the issue, but I am thinking what would be a good excuse. So far, I do not see one.
