I applied Study Permit on 27 OCT 2016 in vfs office of kuwait and today the status is showing it has been dispatched on 13 nov 2016..
what does this meannn??
am i approvedd?

this is comingg in my status
 
It means a decision has been made - either a refusal or an approval.

If you haven't been asked to complete a medical - then it's definitely a refusal.

In that case it's either an appoval or refusal. You'll have to wait and see.

It means they've made a decision and dispatched your passport to you with the decision letter.

If you haven't linked it online, then you'll only know whether it's an approval or rejection once you open the envelope.

Or maybe you already received an e-mail from them as well ]
 
No, if your decision will be made it will be dispatched but your is in process


And yes its true if its not linked you will only know when you'll open the envelop if its linked then you'll get email.

You are right, applicants from Kuwait do not require medicals. If you have submitted your passport with your application upfront, this can be an approval or rejection. If you didn't submit your passport yet (and I am sorry to say that) it is definitely a rejection.
Also, based on my personal experience as well as a lot of other people (you can check the AD Embassy thread), the embassy in Abu Dhabi is very unlikely to finish processing an application in such timely manner as your case. I applied from Dubai on 8th of June, and I just got my passport request last Thursday after missing my semester already and having to deferr my admission. But again, there is no rule, luck plays a part in this. So you'll never know

Your friend is wrong, this means they are still processing your application. (It literally says that anyways)
