I am permanent resident ,recently came to india to get married and i am working on my wife pr application,whether i need to send my application to the missisuaga or i need to drop the application at VFS global in india?

Sure you can. Plenty of people live abroad and apply outland and are successful

Only if they are citizens. PRs cannot sponsor from outside of Canada. OP is a PR and therefore cannot sponsor from outside of Canada. PMM is correct.
