Please suggest : where to apply PR from ( India or Saudi Arabia)?

I am an Indian workinf in Saudi. I want to apply for PR this time. Just want to know which place out of India and Saudi will be good option for me to apply visa.

Also, I am thinking of changing job from Saudi if I get a good offer.

So, Keeping in mind shifting from Saudi and what would be the best option for me?

If you are not sure about living in Saudi Arabia for next few years, then you should choose your visa office as New Delhi. If you are legally resident of Saudi Arabia ( with a valid iqama ) for since last 12 months of more, you can choose London visa office. Your home country will be safer for you if future changes are anticipated.

Someone told me if you have stayed out of your home country ( my case, India) for more than one year, then you can't apply from our home country. Is it true?
