Applied on 31st July 2014 in general after refusal As Vo cannot understand the level of my diploma and course is not justified to background as per the Caips note.
I didnt gave much information about my diploma previously in the sop. I explained about the diploma with references and how the proposed course related to my background of studies how it will helpful for long term career in india.

My Profile 10th 55%
10+2 65%
Bba 68%
Pg diploma in management
2 years retail manager work experience
Proposed course. masters in Human resources administration
University first sem paid + Gic 2 years business it returns property worth of 1.5 crore and Rs 500000 rental income Pa etc

Many of my friends got visa for same course & same background

Hi,

Hi I made an application on 31/07/2014 after justifying Caips note. The asumption Vo made on my case as per the Caips note was baseless. I fully justify by clearly explaing concerns of Vo in the strong Sop. Both time the refusal reason was. The proposed course not make sence inlight of previous education language ability. Work experience etc.
I clearly explain the course is relevent to my previous education and work experience one can say by seeing my profile, hence it will help me in the long run.

Its more likely you get approved this time good thing you have done is you applied after making the changes as per caips note they will normally approved as they are human beings.
