Hello, so according to this page CIC i noticed that my brother can sponsor me for PR (since he is single and does not have any relative who is Canadian citizen/PR), but my case is a bit weird, since i am a refugee claimant and my decision was refused so i am currently appealing, so i wanted to know if he can sponsor me even though this is my case, i am terrified of returning and this might be my saving grace, so here are my questions

1- Can he apply for sponsorship even though i am a refugee claimant who got refused and is appealing?
2- If yes, how long will it take for it to process and go through?

Thankfully they are not, but according to what i saw on the CIC website it does not mention anything about that, this is a copy and paste of what is written.

Option 2 – Other relative

You can sponsor one relative of any age if:

you do not have a spouse, common-law partner, conjugal partner, or one of the following living relatives you could sponsor instead:
son or daughter,
parent,
grandparent,
brother or sister, or
uncle, aunt, nephew or niece.
AND,

you do not have a spouse, common law partner, conjugal partner, or any of the above-named relatives who is a:
Canadian citizen,
permanent resident, or
registered Indian under the Indian Act.

The answer is in the instructions you copied and pasted. You'll see "parent" is mentioned in the first part of what you quoted. Because your parents are still alive (and can be sponsored) - your brother unfortunately cannot sponsor you.

but according to it, it seems that he could choose to sponsor me or them? that's what i am understanding to be honest.

Now my question is, lets say he somehow could sponsor us, can he sponsor us while we are refugee claimants?

scylla is right. It is quite clear that he can not sponsor you.

You can sponsor one relative of any age if:

AND,

So having a living parent that he could sponsor, regardless of if your parents want to or not, he can not sponsor "one other relative".

As Leon explained, he cannot select who he sponsors. His only option is to sponsor your parents. He cannot sponsor you.

There is no point in discussing the process further since sponsoring you is not an option. If you wish to remain in Canada, you'll need to focus on winning your appeal.
