Are we to understand that you and your family have gained a PR visa with you as the principal applicant and that you have landed as a PR but your family has not?
If that is the case, you can not decide by yourself not to take your family with you because if your family wants to land in Canada as PR's, they can.
If you and your family make a mutual decision that it would be best that they do not move to Canada at this point, they do not have to but it would be better if they land as PR's even if they go back afterwards. The reason is that if they get the PR, they have up to 3 years they can live outside Canada before they lose it again but if they don't land and let the PR visa expire, you would have to sponsor them again if you change your mind and that can take months to get through.
Whether your family lands or not, you will still be PR because you have landed.
