For someone to land in Canada for the first time, would a VISA be needed or just the landing document for PR processing is the only requirement for landing?

When you say “visa exempt country”

Are you referring to:

The country where you currently reside permanently (not a citizen though)?

or

the country of your birth in your passport?

A visa exempted country refers to any ordinary passport from a country normally do not require a visa to visit Canada.

You need to tell us what country your passport is from.

We can't help you any further if you don't tell us what passport(s) you hold.

If you don't want to share this information on a public forum, then you should hire a lawyer to give you private advice.
 
Okay- this is noted.
The country that issues your passport isn't really very personal. Since there are many ppl immigrating from every country.

e.g. UK passports are visa exempted to enter Canada.
e.g. Thailand passports are not visa exempted
