Applied for study permit on 17th May. Waiting on biometrics/approval in principle.

Should I wait till August or call/send a webform to IRCC right now?

Neither course of action is going to speed up your application, which I wouldn't be surprised to learn has taken 5 months to process, given the current situation. But it might make you feel better.
