I can understand the following mail that was received from the Professor, my instinct says "I am about to receive an offer letter." What is ur opinion?

The mail :
"Timelines for my receipt of the information will be mid-August and the related administration and processing of the review and acceptance will take approximately a month. You can expect a letter from mid to late September."

This reads like a standard reply that doesn't indicate either acceptance or refusal. It just indicates what the applicant review process is and that you'll hear a response (either positive or negative) in September. That's how I read it.
