check NBPNP and PEI PNP.....both seems open for you. check NOC for NB PNP . If you attend the seminar by NB than you have fair chance to get Invite. Check on website NEw BRunswick Expresss Entry

As far as I know, webinars are not an option.

Seminars are held in different locations at different times. The schedule is posted here: http://livinginnb.ca/ (at the bottom of the page).
At the moment, there is only 1 upcoming seminar listed, but the schedule is updated regularly, so check back frequently.
