They do not deal with PR applications directly.

CIC only posted that to cover their asses. IF the VO's decide to support their co-workers, it would affect the processing times and make it longer.

So how much time it will take normally to process the application? One of my friend in saskatchwin also applied for his wife and there process was completed in near about 3 months. Is this safe to call CIC call center here in Canada to get an information about process?

No use, once the file is transferred to your local consulate. Also as strike is going on so processing time is also varied.

It means there is no way to know the progress of the case. Usually is this sure that they will take 10 months in processing? Any updates on strike?

That is crazy fast, and extremely rare. So don't compare to that case.

10 months is 80% of the cases. Some take longer however.

I believe CJG is correct. The exact wording on the CIC website (posted for weeks now) is this:

Alert – Strike Action

The Professional Association of Foreign Service Officers (PAFSO) union is currently taking strike action. PAFSO union members responsible for processing visa applications have been walking out of offices in Canada and overseas.

Posted processing times for both temporary and permanent resident visa applications do not take into account work stoppages.

Anyone applying for a visa should anticipate delays and submit their application as far in advance as possible.

Contingency plans are already in place to ensure all offices remain open and are providing at least a minimum level of service. Priority will be placed on urgent humanitarian applications.

CIC continues to closely monitor the situation.

I applied for my wife visa in April, NDVO ask for her passport in June. So anyone tell from which date I should calculate 10 months for case processing. Is the date when I file papers in CIC here in Mississauga or date when papers transfer to NDVO.

I give up on trying to explain. No one will be able to understand so I think myself, Amikety and PMM give up.
