And I agree it's time to hire a lawyer. You have created a very big problem for yourselves. You were issued the PR visa based on a commitment you made to live in a specific province. You have clearly shown that you have no plans to live in that province right from the start. It's therefore reasonable that Canada withdraw the PR visa and not allow you to land.
If you want to have any chance of landing and becomes PRs, you'll need to prove that you do in fact plan to live in the province that nominated you.
