Any hopes I can get before the fall semester as my university doesn't offer online/deferral option ( Mcgill University) ??
Or should I raise a webform??

Which country are you applying from? nothing stop you from raising webform, I would do that considering time taken from PPR to receiving your passport, and fall semester is close
