Is that mean I've to apply for health card after getting her proof of citizenship or would I able to apply with her British Passport with my Canadian citizenship.

You won't be able to apply with british passport with your citizenship. Won't work. They could assume that you are a 2nd generation Canadian who can't pass on citizenship. You have to show them the child canadian citizenship certificate before you apply.
