I need your help.

My Current Status: Canadian PR, currently in Canada doing Master's program at reputed university.

Background :

• June 2014: Applied for PR
• Sep 2014 : Applied for Student visa
• Dec 2014 : Came to Canada as "International Student".
• Apr 2015 : PR Approved
• Nov 2015: Got married in India.
• Dec 2015: Applied for Wife's visitor Visa
• Jan 2016 : Wife's visa got rejected. Reason (her home ties to country, insufficient funds (we showed 4 times more than required), job prospects in home country..etc)

Now : I want to sponsor her for PR as my spouse. Below is where I need your help:

• Financial Requirement: Since I am a student, I get scholarships (not salary). my scholarship is less than $24,000 (Canadian financial requirement for sponsoring spouse). Canadian sponsor application asks for - 12 months salary slips/income/income tax return..etc. I do not have any such salary. how do I go about it, does that mean that unless I earn $24,000 I can not even apply for sponsorship request ?
  Note: we have enough funds in our Bank accounts to support ourselves in canada.
  

• Timeline: Even if the sponsorship application is accepted, it will take 17 months to approve, which is a long time to stay away from life partner. shall I apply for visitor visa after submitting sponsor visa application, will that have good chances of being accepted ?.

Do you still file taxes with the CRA? Sorry not sure how that works.

I have not filed tax so far, my income was below tax limit.
though I can file it. does that helps in my case ?

There is no income requirements for spousal sponsorship as long as your not on welfare your good to go. If you filed your tax for previous years ask for option C print out for that year because that is one of your requirements as sponsor.

If you filed tax for 2015 wait for the notice of assessment then call CRA and ask for option C print out, it usually take around a week or 2 to receive.

CIC wants your Option C to ensure you haven't been on welfare. If you haven't filed taxes then you won't have one. You can write a letter explaining why, but it would probably look better on you just to file taxes. You have to file taxes every year even if you make no money (there is no income cutoff like in the US). It's so close to tax season though you could just wait a bit. The option C only takes a week to get in the mail (after your taxes are complete).

Otherwise you can show your income using receipts or deposits to your bank account.

As I wrote that my wife's visitor visa got refused once, will it be a good idea to - 1st apply for sponsor visa and then for Visitor visa mentioning sponsor visa application no./UCI ?

The think is I wan to bring my wife to canada at the earliest, as we got married 2 months back. any suggestions from your side.

It's really hard for Indians to get a visitor visa, and having a PR in process just makes it harder. It's not impossible, but she needs to have many ties to India and be able to prove it, along with travel history. Take a look at the visitor visa forum.

It won't necessarily take 17 months to process, that time is pretty much meaningless. It will probably be shorter if she does not require an interview.

You should try to get a visa before you submit the PR, in my opinion. Try to address the issues they had in the refusal letter. Do everything you can to assure them she will return when her visa is up (even if she plans to try and stay in Canada during the process).

You have to file taxes every year even if you make no money (there is no income cutoff like in the US).

Incorrect. There is no requirement to file taxes in Canada when income is below the Basic Personal Amount. It is usually better to file anyways because of benefits/credits/etc. but it is not required.

Show proof of your scholarships, bank statements, wife's income and if your families are helping out, have them write letters.
