Every form I included was every Outland form. No Inland ones. At all.
That's frustrating.

I would definitely try to make contact with them. I'm not sure how far you'll get. Did they supply at UCI and application number? If so, it will be helpful if you have a reference for them.

I''m not sure filling out the form they asked for is the right thing to do. It's an outland application, so that form should not be needed. One possibility is to simply re-submit the application, and include the letter they wrote, and another letter from you indicating that you submitted an outland application.

unbelievable but not unheard of. I hope you get a good answer on the phone. If it was me I would complete the form they asked for but include a letter. I would also include an additional letter clearly stating this is an outland application. Good luck. I feel for you.
I don't even know how I am going to get through to the right person... ugh im so frustrated. But thank you.

I have a UCI from my visitor permit. But no application number. I'm hoping once I get through to someone in the morning, I can get it figured out. I won't be filling out the form they asked for because I am not applying inland. At all haha...so a letter explaining what the hell is going on might have to happen.

My view is that they can always throw the letter away. I have seen requests for other forms that were not required on the checklist but cic seems to write their own rules. When trying to get through on the phone I hit the number 2 then 1 then just started hammering the 0. I have had to redial a few times but always got into the cue.

It doesn't make sense that they would need IMM 5385 if they've already included IMM 5490. Those forms are very similar and ask a lot of the same questions. If IMM 5490 was completed correctly and included in the application, than CIC clearly made a mistake and the OP should re-sent the application with a letter of explanation.

Yep, IMM 5490 was completed and included. Someone clearly made a mistake. I just hope I talk to a competent officer tomorrow morning, and can be put back into the queue as my original submission date. I was reading another person's story, who had this exact situation and they were able to send it all back with a letter and be put in the queue where they originally were, since it was not their mistake.

That `someone', was probably a student:
http://www.canadavisa.com/canada-immigration-discussion-board/high-error-rate-found-at-cic-t264024.0.html

The reviews give the public a rare glimpse into the extent of these official errors, which authorities have never admitted to.

While the rank and file of the immigration department blames the errors on the rising number of “casual employees” hired to replace well-trained permanent staff, the government insists that has not compromised the integrity of these programs.

“Since the (Stephen) Harper government came into power, Citizenship and Immigration has seen too many cuts and lost many qualified employees,” said Steve McCuaig, national president of the Canada Employment and Immigration Union.

“You have casual employees brought in within a short time with little training while qualified people are shown the door, and the public is left with people who are not on top of their job,” he said.

According to the union, casual employees make up half the workforce responsible for the reviews of permanent residence applications. These employees, mostly students, are given three days of training on the department's global case management system (GCMS) and rotate on three shifts

I would guess this is highly likely in my case. So ridiculous.

For anyone following this, I called CIC this morning and got through within 5 minutes. When I explained what was going on, I was advised to write a letter explaining that an in house mistake was made, and that I was applying Outland, not Inland. The agent suggested highlighting the words "Inland" on the letter I received with my returned application and writing that this was incorrect because my application was Outland. He also said that when I resubmit it, it will be put back in the queue as its original date. I never even had to ask, he just said that, so I stated that in my letter to them, because it better happen! Hahaha....I want to be a May 20th applicant still, not an end of June applicant. I'm really hoping that sending it back with this explanation will be the right thing and it will continue to be processed as it should be! I hate delays!!

if they date stamped your application before it's returned, it's assumed it's put back into queue based on that date. you got some legit advise from the call center, good for you! write outland everywhere you can to ensure it gets processed correctly!!! fingers crossed!

Hi, so my application was never processed on its original date of May 20, 2016. I called and requested that, as well as wrote a letter to CIC and the Minister of CIC, but they've been processing it as a June 29th application. June 29th is the day they received my application back, explaining where THEY had messed up. I just received SA today. So I'm thankful for a progressing application, but still bey upset that it wasn't processed on its original submission date, even though THEY messed up and admitted it.

Be happy they didn't leave it on someones desk....ours sat for 9 months and this was confirmed with case notes...CIC is going to do as they please...I really believe our file was looked at because I emailed the Minister of Immigration and was going to go to the press but within 2 weeks of sending the email we got action on of file..I am not saying this to be nasty or anything but when it comes to CIC and the CSBA once you realize your only a number things go a lot easier!!!!
