My father has got PR since 2010.
He tried to renew the PR card in last year and application came back with request of information of residency obligation.
At that time, he already spent over 1095 days because he had been working other country.
My father always counted how many days he stayed.
But, he missed to count jet leg so it was 1097 days.
He has been living in Canada since 2014 and he never went out from Canada.
Now(2016) he completely has 730 days within 5 years.
One agency says he can renew it so he needs to write new application form and CV.
In this case, is he still eligible to renew PR?
Is it okay not to send rejected application form?
Does he have to write a cover letter for him?
