Please help me with initial application.

Hi i am an indian applying for PR. In initial application, question 18 ask for passport number and country of issue. My most recent Indian passport was issued at Indian Highcommision London. What should i fill in the the blank for country of issue.

I am confused as in explanatory notes CIC explains it as the country which issued the passport?

Please help.

On the first page of passport (where your photo is) there is "place of issue" what is that? Use that information

You answered your question yourself INDIAN passport - country of issue is INDIA.

But the place of issue is indian high commission London. So still country of issue would be India right?

place of issue - even though it is London, UK, but doesn't matter. You are an Indian national, citizen of India.

issuing authority - Ministry of Foreign Affairs of India.

hi dixey, i was in same situation. my indian passport was issued from high commission of india in kingston.
in that case place of issue is india , but at the same time u have to attach a note in a separate paper that ur passport is from india but it is issued by high commission of india in london uk.

Dear friends:
Country of issue and place of issue is not the same thing.
Indian passport issued by India (period)
It could be issued anywhere, nobody cares, so you don't have to explain where.
In your case it is a very simple question and a very simple answer.

For my father-in-law it is much more complicated:
he is not a citizen of any country, but has permanent residency in one.
Therefore he has no passport, but a "travel document for person without citizenship" issued by that country.
