1, Can I withdraw my PR Card Renewal application after I have received the PR Card pickup notification? ( I didn't pick up the PR card)

2, what will possibly happen if I tell the CIC I made an error on the application as the reason of withdrawal?

If you already didn't pick it up, at some point they will send it back and you will have to apply again anyway.

Thanks Leon. But will they make a note and affect my record next time I re-apply because I did say I have made an error in my application when I sent the withdrawal letter.

If you applied early when you did not meet the residency requirements, then it can affect your application, yes. They can go from the date you applied. If you wait 6 months or a year, if they close your application and send your card back, maybe they will let you slide when you apply again. No guarantees though.
