Me and my partner live in a common law relationship in Albania . Since the Albanian law prohibits the notary public from signing documents in foreign language we did a translation of the IMM 5409, signed it at the notary public and uploaded it as a proof. I also explained the situation in the letter of explanation.
1 week after we got the AOR, I receive a mail, and CIC is asking for an additional document, which is the Common Law IMM5409 form.

Please help. Should I call CIC? I need to upload the requested document within 7 days.

Are you saying you sent CIC the notarised copy of a translation (in Albanian) of the form 5409?

Have you tried calling the Canadian consulate in Tirana? I know some consulates will notarise documents in English

Yes. My partner and I had the same situation in Slovakia. We got the Slovak consulate in Vienna to notarize our statement for us, as the Slovak notaries did not want to notarize it in English. There is no way CIC can accept an Albanian translation - call the consulate right away and get it done as quickly as you can in English or French.

Yes, I sent to CIC a notarized copy in Albanian language. I will check with the Consulate here in Tirana.

Has any of you done this before?

I just told you I did - in Slovakia! They were very friendly and helpful. We filled out the form in English, and then appeared in front of them to sign it, and they notarized it. Then we included it with our applications - in your case, you will upload it.

Hi. What do you mean when you say they notarized it? Did they just signed it? Or stamped it? Do they have a notary there?

Thanks in advance!

Consular officers can notarise documents, & certify statutory declarations etc, as per the Canadian Evidence Act.

Call and get an appointment right away!

Hi, I called them, explained the situation and they told me they are not aware of this procedure. The worst coincidence is that the consular is leaving today in 1 hour, and will be back by the 26th of October, which is 4 days after the 7 days deadline

Call/email the embassy in Rome.

Tirana consulate is one of Rome's "branch offices".

Tell Rome that you need to notarise form 5409 for immigration, that Albania notaries won't notarise/certify documents in English, & that Tirana consulate "is unaware of the procedure".

At the same time, send a CSE to CIC detailing the problem, and that you are attempting to remedy it.

Will contact the embassy in Italy on Monday. I'm not sure if they are open on weekends
