Please help got my visa rejected two times

Got my visa rejected 2 times this month .firstly i applied on 27.11.2015 and got refusal on 8th dec 2015.then again firled on 10.12.2015 but this time online and got refusal on .15.12.2015.the reason both times was that the proposed program is not reasonable in light of past studies ,academics ,language abilities, employment etc.
Below i m mentioning my profile=
2006-2007 (10th)-88%
2008-2009(12th)-61.2%( non med)
2009-2013(btech in mechanical engineering)-64.4%
2013 to sept 2015 -worked as maintenance engineer
Ielts score over ol -6.5(S=6.5 ,R=6 ,L= 8,, w=5.5)
This time i got admission in University of Ottawa in masters in mechanical engineering(Meng)
I made my gic done and even i deposited my tuition fee of university.in my application i even showed my parents itr.

Seniors please this is a request make a way for me what to do now .even University made a Deffral and is going to give me admission in 2016 sept intake

Something must be wrong with your papers.

1. GIC is not required under University category.
2. Who advised you to submit parents ITR? Not required at all.
3. I doubt if its possible to deposit tuition fee with university in advance, they always ask for per semester tuition fees (and in some cases a small token deposit to secure seat).

Gic is required sir in every way if you are going to have a study permit and secondly its your wish if you want to or not to submitt the fee

and also i am giving again IELTS so that un each module i can score 6 and more than 6 in each module.
But what else i can do to improve my application status .secondly if i am going to a consultant they are saying that there are no chances thaat i will get a study permit again

If you are trying for a Masters, you should be looking to increase your IELTS score to at least 6.5 in each category - especially given your low past academic marks.

1. You got refused because you don't have an educational loan (a condition for University category). Arranged money from here and there, parents ITR, tuition paid in advance won't work (except for first semester only).
2. Your 5.5 in writing should be fine because your program and CHC India need that much only.

u have low IELTS u need 7+ and no less than 6

Second time i attached edu. Loan of 25 lakhs and yes i am giving IELTS again.
Bt even giving all these datails even myvparents itr and alll then even i was rejected

Looks like you are changing your statement again and again.

"1.i had attached my tuition fee receipt,parents annual income proof ,saving statement from a bank"
