Apply for CAIPS. These are very generic rejection reason that the officer just ticks on the rejection letter. You should apply for CAIPS report. In that report, the officer will write detailed notes of why he rejected you. It takes only $15 to apply for CAIPS.thanks for your caring

Well for starters you have a masters degree, applying for an ESL program is a HUGE jump backwards in your professional career. If your aim is to learn English, in CIC's purview you can absolutely find a way to learn it in your own country you need not need to apply all the way in Canada for such a basic course.thanks for your caring

This is the reason why they said they are not convinced of the seriousness of your study plan in Canada. It seems like you are applying for the simplest course (ESL) only to gain access to Canada in hopes of immigrating here later.
While that is fine, in order to be granted a study permit you have to demonstrate that you intend to further your professional career by applying for a professional course that either supersedes your Master's Degree or will compliment it in some way that will make you more marketable in your respective profession. For E.g. You have a Masters degree in Marketing and Communication and you apply to a college to do Computer Science Diploma. That could mean you want to learn about computers in order to enhance your online marketing.
Also, you have to convince them that you plan to return to your home country after your studies and since doing an English course from there is quite possible, and since you having a Master's already means that you possess the capacity to do well at it there is not very convincing.
In my experience with my friends from non-English speaking countries, when they applied for an Academic course like Business it is mandatory that they complete the first year of school in an ESL program to learn English before the school allows them to go fully into the academic program they chose to study.

From my experience when you arrive here for school they will make it compulsory that you complete your ESL program before they allow you to begin your graduate certificate. i have a master of prevention industrial security and management of risk and I have applied for a graduate certificate for global Business management for 1 year
Now I want to re-apply on the basis of studying English program and then study the global Business management
what do you think about that ??

The English program is your problem. As others have flagged, it doesn't make sense for you to be taking an ESL or English course given your previous education. If you want to take a Global Business Management program - you should get admission to that program directly (not to an English course or program).the english program is not the problem for me
