That's our problem, he isn't going to be able to get a job anywhere because he was never able to finish high school (also because of conditions in Iraq at the time he was in school). His home province is pretty safe, it isn't too bad. Our only problem is when he is working, his military place is not safe. His family and I are always worried he won't make it home safe. There is no way he can change the place where he works.
If he really has to keep working and can't find another job - then I would say your options are extremely limited.

He can try applying for a visitor visa. As others have explained, his chances of being approved are quite low - but he can certainly try. However I'm not sure a visitor visa would be a good option since it sounds like you need his income and he won't be able to work as a visitor.

Failing that, he will have to wait out the processing of the application where he is today.

The processing time for Amman where our file is is 24 months and it keeps going up... When we started it was 21 months, not it's 24. It has only been nine months for us now, so not even halfway there...

And he can quit the military, but he will have no job after that. Not even simple jobs are available because everyone there is going through such difficult times because of all that is happening there.
Ignore the processing times posted, that's not how long it takes to process an average application. If your file is good with no red flags or missing docs, then you should get PR no later than maybe 1.5 years.

Have you considered talking to your MP? Given the situation maybe he can contact the embassy directly and make them aware of your situation. Who knows maybe it will help...

So I guess the refugee idea is a bad idea?

The thing almost everyone whose file is in amman have had to wait out the processing time and longer.

I did all I could. I sent all the proof I have. Do I have to let them know when I have my baby? How do I let them know if I do have to? Would email work?

He can't apply outside of Canada. So that option is completely out.

To apply inside of Canada, he needs a visitor visa first which will be very difficult to get. So it's really a pointless discussion unless he already has a visitor visa. Also, claiming refugee status in Canada won't allow him to work immediately. And him being able to work seems to be a priority for you.

Okay. Thank you so much for all your advice.

One last question, if he were to get a visitor visa what are the chances that he can extend? Would it make a difference if he told them he's waiting for his PR here?

None of us can answer that question unfortunately.

However my feeling is that if he could get here on a visitor visa then there's a good chance he would get at least one extension.

I think the very hard part will be getting the first visitor visa.
