He can try applying for a visitor visa. As others have explained, his chances of being approved are quite low - but he can certainly try. However I'm not sure a visitor visa would be a good option since it sounds like you need his income and he won't be able to work as a visitor.
Failing that, he will have to wait out the processing of the application where he is today.
