Please HELP: Eligibility-Not Met

Hi @legalfalcon , yesterday my application showed an update (the so called "IP2") where the Background check status changed to "We are processing your background check. We will send you a message if we need more information".

Based on my case (details mentioned in the above posts), by when can I expect a PPR?

When the status changes to IP2, does that mean that eligibility is Met or do they start checking documents only after the status changes to IP2?

My visa office is NDVO.
