Please Help - CRS point 417. Is there any hope in EE or should I apply for PNP?

If I have to apply for PNP which one?

NOC 2283
IETLS - L 8.5, R 8.5, W 7, S 7
I don't have family or friends in Canada.
 
Your score is too low for FSW/EE. Right now you need 440+ to be selected. You should look into increasing your IELTS score.
 
Umm you need to identify first of all which province you wish to settle in, depending on the job that you have or wish to do.
I can speak for OINP - you don't apply to OINP, they pick u from the EE pool based on some undeclared criteria.

At this moment 417 couldn't help, since last many draws cutoff never fall below 440. So check if you could improve CRS by improving in ILTES/TEFF etc. or add points by adding a new degree etc.

If you can change your NOC to 2173, then you can apply under OINP and SINP.

by the way, How many NOCs do you have in past 10 years?

I am into Software Testing can I apply for 2173 NOC? I have 10 years of Software Testing experience mainly manual and Selenium testing.
