Please help..... confused about Eligibility!!!!

I applied for my husband back in 2015 and my security has been in process for 11 months now. I ordered my notes back in March 2017. My Eligibility and criminal passed. For my security it said it stared on January 2017. Then additional documents were asked in August 2017. Till now im waiting. If Eligibility passed, then why did they ask for additional documents in August. Will I be expecting an interview???? Please help. Any advise would help. Thank u.
