Please help citizenship picture! For islamabad visa

I when Jimmy's for my baby's citizenship certificate picture as she is Born here in pakistan
Instead of giving size 35mm into 45mm
They gave me size 35mm into 55mm n told me to write the name below the picture instead of back of picture
Are they guiding me correct?

Please help me!

Well the posted link is CIC and is amended 10/May/12 So I would believe what CIC wants rather than what Jimmy's says.
