Hi

I have received ITA in November. I am already in Canada on a temporary work permit. My current work permit expires in middle of December.

Can I apply for an open work permit now? Is this what people mean by bridge open work permit?

If so, I know that my bridge open work permit may get approved after my current permit expires. What do I do in that case?

ITA is not enough to apply for BOWP, you need AOR.

You need to submit application for PR and receive AOR letter, only then you will be eligible for BOWP (considering your current WP is still valid at that time). Your second question is not clear.
 
For Your second question, You are fine if you apply before your current work permit expires. As long as you have application pending for BOWP you can work on implied status.
