Yes, you can apply for a Canadian Study permit. The decision on an application for a Canadian study permit will completely be based on one's individual application package. Usually good academic record ( especially marks of last major degree) , proper course selection (preferably showing progression in same field) consistent profile, sufficient proof of funding and a decent IELTS score is seen as a standard benchmark to get the Canadian study permit. There may be more requirements, depending upon the citizenship of one's country.

Now, depending upon your present location and circumstances... you may choose to apply for a Canadian Study permit, to any one of the above Canadian Embassies in France, Jordan or Lebanon. Once, you understand that, you need to know that, Emily Carr University of Art and Design at Vancouver, Canada is offering 4 years Bachelor's degree, and each year only for you... it may cost anywhere between 25,000$ - 33,000$/ Annum (tuition fees + all living expenses), which frankly will not be possible doing only part time work for 20 hours/week on a valid OCWP. It will require even more to support your wife and child.

If you can afford it... then very well... as Emily Carr University of Art and Design is one of very good Canadian educational institute offering courses in Arts and Design.
Incase you cannot..., then you need to choose an affordable college/university offering similar Bachelor's or 2 years practical diploma in your field of interest i.e Animation. The 2 years practical job oriented diplomas in Canadian colleges are also a very good option, offering hands on practical training in your field of interest. As fellow forum member
Nadeem_jee mentioned in the above post, you should consider pursuing a 2 years practical diploma in Game design/3-D Graphics OR Animation & Graphics at NBCC (New Brunswick Community College).. where fees are one of the lowest for International students. Infact it will cost you just approximately 12,000$ tuition fees for 2 years (6,000$/year)+ max. 16,000$ ( living expenses for 2 years...). which brings the total 28,000$... which you will require to study for only 1 year at Emily Carr University of Art and Design, and hence studying at NBCC will be 4 times cheaper. NBCC has perhaps, one of the lowest tuition fees for International students.
