I have done graduattion in electrical engineering and I am going to apply for fswp under NOC 2133 and I have heard that cap for graduate applicants for fswp is up to 500 and rest are for PhD category.
Is it correct or not ? As under my category cap is now reach near 400, SO please guide accordingly and if this is correct can apply in other category like NOC 2241

You need to really start off by reading CIC's website on various programs available. 500 cap for graduate student IS for Phd Category. There isn't a separate cap for non-Phd graduates. Also, this is for people that are in Phd programs IN Canada. If you are not in Canada and want to apply for FSW then you would need to apply under one of the eligible NOCs. You need to have at least one year of continuous full-time, paid work experience in that NOC to be eligible to apply. So if you just graduated and haven't worked yet, then you cannot apply.
