Please give me some advice. Should we withdraw the PR card application ?

My dad applied for his PR renewal last July ( July 2011) and we clearly told them that he does not meet the two year residency requirement. The officer told us to wait for about 8 months to receive a questionnaire form. It has been 10 months and we haven't heard any thing from them.
I have two questions:
1- What should I do ? Some one told me to request for his file information to see at which stage the process is.
2- By end of this month my dad will meet the residency requirement (the total days of his residency in Canada will be more than 720 day), do you think it is wise to withdraw the application and reapply again.

Please advice me.

You can try to withdraw it but if it is already at the local office, they may not accept your withdrawal.

When in this situation, you should not apply to renew your PR card if you do not meet the requirements unless you have some really good humane & compassionate reasons why you could not meet the requirements and can prove it. Even then, prepare that your application will take forever because they will have to call you for an interview and look into your case. In most cases, you are better off just waiting until you have your 730 days in the past 5 years and applying then.

Not having a valid PR card means that you can not travel but otherwise it will not stop you from living and working in Canada.

Unfortunately at the moment we applied for PR card renewal, we didn't know that we can stay in Canada with an invalid PR card.
I've heard of cases who have been here for 730 days but they still got an interview and their application process took for a long time, do you think that can happen to my dad's case also ? I mean, is there any chance that the person who's spent more than 730 days in Canada get an interview ? We have enough documents that shows my dad spent more than 730 days in Canada by now.

By applying in the first place with less than 730 days, you have opened the door for them to check if he meets the requirements. They will go on the basis that he applied with less days, even though the application took so long to process that he now has 730 days.

Sometimes, people who meet the requirements also get a residency questionnaire but if they can prove that they really met the requirements, they don't have anything to worry about.
