I work as a programmer do I must have job offer before I can apply or this requirement only for other professions ?

This announcement only applies to trades. It doesn't apply to you since you are a programmer. The full 2013 rules for your profession haven't been announced yet.

I know someone was able to immigrate in 6 months in the old system he was general practice doctor. do you think the new system will be fast like this ?
